India is the largest two-wheeler market in the world, retailing 2.14 crore units in FY26 and growing at a CAGR of 13.2% over the last five years. Electric two-wheeler (E2W) penetration reached 11.2% in August 2026. But this understates the real story. According to data from SIAM (Society of Indian Automobile Manufacturers), scooters account for 37% of total two-wheeler sales. Since virtually all E2Ws sold in India are scooters (Research@Vector), the true electric vehicle (EV) penetration within the two-wheeler segment is closer to 30%.     This was initially fuelled by pure-play EV companies, whose rapid portfolio expansion and dealer network growth built consumer awareness and early adoption. Meanwhile, legacy manufacturers such as Bajaj, Hero MotoCorp, Honda and TVS, with their existing ICE revenues and dealer infrastructure, had the financial runway and operational base to wait, build supply chains and scale at the right time. Their ability to plug EVs into their existing supply chain ecosystem meant they could scale faster and more cheaply than any pure-play entrant could match from scratch.     Thus, soon after entering the segment, they overtook the first movers and now dominate 60% of the domestic E2W market.     For smaller pure-play EV players, for whom the battlefield is already structurally asymmetric, their disadvantages keep stacking up. These disadvantages don’t act in isolation. They compound across multiple fronts and create barriers to growth.  <h3> Barrier#1: The policy problem - a subsidy regime built for incumbents </h3>The Production Linked Incentive (PLI) scheme for the auto and auto components sector, launched in September 2021, was framed as a catalyst for India's transition towards advanced automotive technologies. The intent of the scheme was  forward-looking, with incentives ranging from 13% to 18% of determined sales values.     The eligibility criteria, however, tells a different story. To qualify, OEMs needed a global group turnover of at least ₹10,000 crore and fixed-asset investments of ₹3,000 crore. Such high thresholds effectively made almost every EV start-up in the country ineligible, as most pure-play EV companies were at the pre-profitability or early-stage level at that point in time.     Moreover, there was no provision to apply for the incentives later, when they had gained enough size and resources. Thus, even if a pure-play EV start-up was building locally engineered vehicles from scratch and betting heavily on domestic manufacturing, in line with the government’s Make in India initiative, it had to compete without any support from this scheme.   This constrained its ability to offer competitive retail prices, support dealer margins or invest in after-sales infrastructure.  <h3> Barrier#2: Procurement economics - where relationships are priced in </h3>India's two-wheeler component supplier ecosystem was built over decades around ICE vehicles. Tier-1 and Tier-2 suppliers manufacturing engines, transmissions, chassis, electrical systems and other components benefitted from massive production scales and long-standing relationships with legacy OEMs. Higher volumes brought discounts, while long-term partnerships earned preferential treatment.     For pure-play EV companies, there is a disadvantage on three levels. Firstly, a supplier producing about 5,00,000 units annually for a legacy OEM will not offer the same pricing, priority or production capacity access to an EV start-up ordering just 20,000 units. Moreover, EV-specific components such as battery management systems, motor controllers and charging electronics are sourced from a smaller, less mature supplier base, where volumes remain too low to command competitive pricing.     For common components like steel, fasteners, wiring harnesses and plastics, the legacy OEMs can simply leverage their scale and negotiate better with suppliers, pushing down their overall bill of materials cost.     The net effect is that, at the same retail price, a legacy OEM selling EVs benefits from lower procurement costs. Until EV companies reach comparable scale, they will continue to face this underlying cost disadvantage. <h3> Barrier#3: The distribution problem - where customers are won and lost </h3>To understand this, one must start from the dealer showroom, where  the customer experience starts. The moment a customer enters, the clock starts ticking. If the customer's desired vehicle, in their preferred variant and colour, is available in stock, the transaction is largely a matter of loan processing and RTO registration, which ideally should not take more than a few days. The customer remains engaged and satisfied and is more likely to recommend the brand.    However, if that vehicle is not available in stock, the dynamic shifts sharply. The dealer's first move is to offer an alternative, such as a different colour or variant. This conversion attempt succeeds sometimes, but not always. A customer who has already done their research, discussed the purchase with family and mentally parked the vehicle in their driveway does not easily compromise.     If the customer does not convert, the dealer must procure the desired model from the plant or central warehouse and quote a lead time. This is where things get tricky.    Trailer economics  Plant-to-dealer logistics in the two-wheeler industry operates on trailer economics.  The per-unit transport cost of a fully loaded 40-vehicle or 80-vehicle trailer over a long distance is significantly lower than that of a smaller truck. This is why plants do not routinely dispatch partial loads.     A dealer must accumulate an order of 40 or 80 units before a dedicated dispatch makes financial sense. In some cases, nearby dealers share a consignment, which lowers the threshold to 20 or 40 units, but does not eliminate the wait.    This is where the legacy OEMs have a structural advantage. Decades of selling high volumes of ICE vehicles have enabled them to build dense dealer networks across every tier of Indian geography, from metro showrooms to taluka-level outlets.     When their EV models were introduced, they did not need to build a new network. They simply leveraged their well-established supply chain. Their EV divisions piggybacked on ICE logistics, dealer trust and service infrastructure.     The combined ICE and EV volumes ensure that trailers are filled frequently. As a result, even small EV dealers affiliated with a legacy brand receive stock regularly without needing to generate high EV sales on their own.     This creates a self-reinforcing virtuous cycle: high sales volumes justify more dealerships, which brings more volume, better vendor terms and lower costs. These, in turn, fund still more dealerships, accelerating the cycle.  <figure class="image"><img style="aspect-ratio:2106/892;" src="https://web-assets.vectorconsulting.in/storage/editor_uploads//screenshot-2026-09-29-at-32722-pm_1790675850.png" width="2106" height="892"></figure> On the other hand, for a new pure-play EV dealership selling 25-40 E2Ws per month, one shipment would arrive every 30-45 days under normal circumstances. As the dealer depletes popular variants and colours within days of a delivery, a customer visiting  mid-cycle may face a wait of 4-6 weeks for the next replenishment. During this window, they browse aggregator websites, visit competitor showrooms and reconsider  their purchase.     The lead-time problem is self-perpetuating: low dealer volumes cause infrequent dispatches, which result in long customer wait times, leading to lost sales that, in turn, keep volumes low. <figure class="image"><img style="aspect-ratio:2188/856;" src="https://web-assets.vectorconsulting.in/storage/editor_uploads//screenshot-2026-09-29-at-32753-pm_1790675885.png" width="2188" height="856"></figure> This third barrier is perhaps the most operationally complex and the one most amenable to strategic intervention. The distribution networks of pure-play EV companies are designed for a fundamentally different cost structure, demand pattern and monthly sale volume. Their lower volumes mean lower truck utilisation, slower inventory movement and higher logistics cost per vehicle.     Trying to overcome this by replicating the distribution network of legacy players and building a large network before volumes justify it will lock up capital in warehouses and inventory, while also failing to ensure adequate returns for dealers. There is another reason not to take this approach: even with the structural advantage of legacy players, they often struggle to maintain high availability at the colour or SKU level across thousands of dealerships. Meeting customer tolerance times is a constant challenge.  <h3>  Direction of solution </h3>By applying first principles thinking, if a pure-play EV company builds a distribution network that consistently exceeds the service levels of legacy players without catastrophic cash burn, it can open a door of opportunity to compete more effectively.     To achieve this, it must reduce the time between a dealer placing an order and receiving the delivery. The obvious way to do this is to keep inventory closer to dealers. This leads to the typical approach of the mother plant dispatching in bulk to four or five strategically located regional depots, perhaps in the north, south, east, west and central parts of the country, which then serve dealers over shorter distances.     On paper, this is logical. In practice, it solves only part of the problem, while introducing new inefficiencies. Let us see how.   <figure class="image"><img style="aspect-ratio:2396/536;" src="https://web-assets.vectorconsulting.in/storage/editor_uploads//screenshot-2026-09-29-at-32919-pm_1790675975.png" width="2396" height="536"></figure>  The economics of vehicle logistics is driven primarily by the cost per unit sold, and that cost is acutely sensitive to truck size and load factor. The logistics cost per vehicle of transporting 80 two-wheelers over 800 km in a fully loaded trailer is much lower than that of moving just 12 vehicles over 200 km in a smaller truck.     Simply adding regional depots to reduce the distance to dealers does not necessarily reduce overall logistics costs. As the depots have to dispatch smaller trucks with lower load factors, the higher cost per vehicle in the secondary leg can offset the savings from shorter distances.    With only four or five regional depots serving multiple states in a geographically diverse country like India, the average depot-to-dealer distance remains substantial in many states, making secondary logistics quite expensive. The result is a system that adds warehousing cost in terms of real estate, manpower and inventory holding, without proportionally reducing overall transport costs.   <h3>The counterintuitive solution: More depots, lower costs </h3>Rather than just 4-5 regional hubs, companies can operate a much larger number of depots, based on the number and locations of dealers to be serviced. The ideal number of depots can be optimised by considering the overall primary logistics, secondary logistics, warehousing and inventory costs.     Inventory at these depots can be replenished from a central warehouse based on real-time consumption signals. This way, depots can serve dealers at a higher frequency, as fast-moving models, colours and variants will be positioned closer to demand clusters. Slower-moving SKUs can continue to be replenished from the central warehouse to the depots based on actual consumption, instead of being held at dealerships.    <h3>Why will this work? </h3>Three factors make this work.    Factor 1: Logistics cost As the number of depots increases and their placement is optimised according to dealer clusters, the average depot-to-dealer distance drops sharply. Below roughly 150-200 kilometres, the fuel and time costs of a smaller truck are low enough that even partial loads can become cost-competitive, making frequent, flexible replenishment economically viable.     While the per-kilometre cost of a smaller truck is higher, the dramatically reduced distance and the ability to serve dealers with partial loads at high frequency more than compensate.  <figure class="image"><img style="aspect-ratio:2348/512;" src="https://web-assets.vectorconsulting.in/storage/editor_uploads//screenshot-2026-09-29-at-33137-pm_1790676107.png" width="2348" height="512"></figure>  Factor 2: Warehousing cost Smaller, purpose-built stocking points in industrial areas near dealer clusters are inexpensive to operate because of their modest real estate and staffing requirements.     Finance teams also typically model depot costs linearly, but in practice, each incremental depot at this scale adds only marginal fixed costs. This makes the cost differential between five and 20 depots far smaller than initial estimates, particularly when set against logistics cost savings and the revenue impact of improved availability.    Factor 3: Availability and reaction time  A denser depot network fundamentally changes the replenishment rhythm for every dealer in the network. Instead of waiting 30-45 days for the formation of a full truckload from a distant plant, a dealer served by a nearby depot can ensure faster load consolidation through a smaller truck and deliver the vehicles within 48-72 hours of placing an order.    Any model. Any colour. Any variant.    Taken together, these three factors can help reduce overall transport costs. Here is a hypothetical illustration of how the economics could work, even at the same level of sales volume.   <figure class="image"><img style="aspect-ratio:2360/1426;" src="https://web-assets.vectorconsulting.in/storage/editor_uploads//screenshot-2026-09-29-at-33307-pm_1790676195.png" width="2360" height="1426"></figure><h3>  Availability as a decisive competitive edge </h3>Just like procurement economics, large legacy players have an advantage in terms of availability because of their high volumes. A disciplined pure-play EV company can compete on the same parameter, without excessive cash burn, through a smartly designed depot network.     If they can guarantee that any dealer anywhere in its network can offer customers their preferred model and colour, with delivery within seven days (comprises 3-4 days of supply lead time from a regional depot and 2-3 days for documentation, loan processing and RTO registration) regardless of that dealer's monthly sales volume, it can gain a direct competitive advantage over its legacy counterparts. <h5> Expanding the dealer network</h5>Smaller, newer EV dealerships, mainly in smaller cities, which a growing pure-play brand will inevitably rely on as it expands its network, are commercially fragile in their early years. Frequent, reliable replenishment will build dealer confidence, reduce non-moving inventory, release working capital that can be used to increase the range of stocks held, and accelerate the trust required to attract and retain good dealer partners.     A dealer who knows they will never have to quote a 45-day wait to a customer is a dealer who will invest in the brand, train their sales team and advocate for the OEM within their  local market.     This is how a new entrant can build its own virtuous cycle, not by making massive investments to mimic the scale of legacy players, but by engineering a system that delivers better outcomes through smarter network design.    Analysis by Vector indicates that higher walk-in conversions enabled by reliable availability may potentially lead to a 15%-20% increase in sales at existing dealerships, meaningfully accelerating their path to profitability.  <h3>  Conclusion: The battlefield is changing  </h3>The advantage of legacy OEMs is structural. Pure-play EV companies cannot replicate their scale overnight. They can, however, compete by building a distribution system designed around a different objective: consistently higher availability and shorter replenishment lead times.     If they manage to meet the customer’s significant needs within their tolerance time, they can be the ones that define the next decade of India's electric mobility market.
