Every change programme, before implementation begins, needs a buy-in session for the proposed solutions. The typical approach is a one-sided monologue presentation loaded with facts, which is often perceived as an imposition. In many cases, strong reservations follow, which the presenter typically interprets as resistance to change. This resistance is often managed through gaming: with powerful sponsors secured in advance, and interventions planned to shut down any ‘negative’ voice.&nbsp;The session gets completed. However, genuine buy-in does not follow. People leave having been managed, not convinced!&nbsp;What actually produces buy-in is when every person affected by the change independently derives the same solution as the architect, the most logical response to the problem they are already living with. Not because they were told, but because their own reasoning took them there. That is ownership, and it is a completely different starting point for a change programme.&nbsp;Socrates understood this 25 centuries ago. He never lectured. He asked questions, not to test knowledge, but to create conditions under which his students reasoned their way to conclusions on their own. The conclusion, when it arrived, felt like the student's own discovery. That same method, applied deliberately in organisational change settings, is the most powerful buy-in tool available.&nbsp;It is not widely used for two reasons.<ul><li>Sometimes the solution itself has not been derived with reasoning tight enough that any other person, starting from the same problem, would reach the same conclusion. In that case, the Socratic method will never produce convergence, because the logic does not have a single inevitable destination.</li><li>But when the solution does have that level of determinism, a different failure takes over. The presenter assumes that simply narrating it out will get people to own it. It will not.</li></ul>&nbsp;<h2>Socratic approach: Why it solves two problems simultaneously</h2>Most presentations for a change programme, even when the solutions are well designed, have an engagement problem and a buy-in problem. They are related but distinct.<ul><li>The engagement problem: An audience that is only listening eventually disengages, particularly when the session runs into a few hours. Attention is finite, and a passive audience exhausts it quickly. But an audience that is thinking, contributing, and talking stays alert. They are in the conversation, not watching it. A well-run Socratic session never feels long because the audience is doing real cognitive work throughout.&nbsp;</li><li>The buy-in problem: When a solution is presented to an audience, its default posture is evaluative. People assess whether they agree, whether it threatens them, and whether it is feasible. Even when they accept the logic intellectually, the solution remains the facilitator's creation. Ownership is never transferred.&nbsp;</li></ul>When the audience derives the solution themselves, they are no longer evaluating someone else's idea; they are defending their own conclusion. The resistance that typically follows a change presentation does not arise because there is nothing external to resist. And when they do identify negatives or implementation obstacles, they work to fix them rather than use them as a reason to reject the solution. Ownership of the solution extends to ownership of making it work.&nbsp;One session achieves both. The audience is mentally present throughout because they are contributing, and they leave with ownership because the conclusion is genuinely theirs.&nbsp;&nbsp;<h2> What the method actually requires</h2>The Socratic method is a precision engineering task performed before the buy-in workshop begins, not a questioning style adopted impromptu during the session.&nbsp;Six conditions must hold simultaneously:<ol><li>The facilitator must know the answer and its complete logical derivation, not just the conclusion, but every hidden premise that makes it inevitable. This is what separates a Socratic question from genuine inquiry. A child asking questions to understand the world does not know where the answer leads. The Socratic facilitator does.&nbsp;</li><li>The solution must be derivable from first principles (deduced from universal laws). If the logic has gaps, the questioning will expose them, and the facilitator will be forced to fill gaps with assertions, which breaks the method entirely.&nbsp;</li><li>Each question must narrow the solution space. The audience feels they are reasoning freely, while the sequence systematically eliminates all but one destination.&nbsp;</li><li>Each question must produce struggle. The answer must not be obvious but must be reachable through reasoning. The struggle is the mechanism through which internalisation happens. Cognitive effort is what makes the conclusion feel like a personal discovery rather than an external imposition.&nbsp;</li><li>The questions must form a ladder where each answer becomes the premise for the next question, terminating at the conclusion of the solution. No rung can be skipped.&nbsp;</li><li>One further condition governs where the ladder begins. The starting point is never new data the facilitator introduces when no one in the audience has any intuitive feel for it. It should be the problem as people experience it daily. If the problem is large enough, everyone in the room already carries it. The plant manager and the procurement head feel it through different symptoms, but in a connected system, those symptoms are the same dysfunction at different nodes. The facilitator does not manufacture shared premises; they surface what the room already knows. That lived experience is the ground floor of the ladder, and it is owned by the audience before the first question is even asked.</li></ol>&nbsp;<h2>What makes a question bad</h2>A good Socratic question is a puzzle. The audience does not immediately know the answer, but has everything needed to reach it. Four failure modes account for most bad Socratic questions.<ul><li>A loaded question embeds the answer in its structure, leaving the audience nothing to do except confirm what the facilitator has already concluded. Don't you think the real issue is lead time? is an assertion wearing a question mark. No rung is climbed.&nbsp;</li><li>A universally known factual question produces no cognitive movement. The answer is already in the room. No puzzle, no struggle, no internalisation. Asking what happens when sales exceed costs produces silence, not because the question is hard, but because it feels beneath anyone to answer, unless your audience are rookies trying to grapple with Business Management 101.&nbsp;</li><li>A facilitator-exclusive factual question creates the appearance of Socratic engagement while asserting authority. Asking what the capital of Croatia is sounds like an invitation to think, but the audience cannot reason their way there. They can only guess or defer. The same dynamic plays out when a facilitator asks questions whose answers exist only in their own analysis. Is there anything more to be done? is a similar question. The audience does not know if what has been discussed so far is complete, unless the previous points indirectly point to incompleteness. The session becomes a retrieval exercise directed at one person's conclusions, which is the opposite of what the method requires.&nbsp;</li><li>A non-restrictive question is the most subtle failure mode because it feels like good Socratic questioning. What should be done to increase sales? is open; it invites participation, and the audience engages enthusiastically. But without a subsequent question that rules out every answer except the one or two that matter, the facilitator has simply opened a brainstorming session. The audience goes anywhere. Brainstorming widens the solution space. The Socratic ladder systematically closes it. An open-ended question can be a legitimate entry point, but only if the questions that follow progressively eliminate alternatives until one conclusion remains. Without that narrowing sequence, it is not Socratic reasoning. It is facilitated divergence with no guaranteed destination.</li></ul>&nbsp;<h2>The ladder of insights&nbsp;&nbsp;&nbsp;&nbsp;</h2>The practical starting point is not the questions. It is the presentation itself, arranged with strong transition logic between solution components.&nbsp;For every solution, there should be a well-constructed change argument, with a sequence of insights, each building on the last, and the whole structure culminating in the recommended solution. That spine is the ladder. The facilitator identifies each load-bearing insight, understands what cognitive shift it produces, and engineers a question that creates conditions for the audience to arrive at that insight themselves.&nbsp;Not every data point or every slide in a presentation is a rung.&nbsp;&nbsp;A load-bearing insight is one where the audience's mental model of the problem shifts. Evidence that supports an already established insight is not a rung; it is a foundation for one. A facilitator who treats every slide as a rung builds a ladder with too many steps and loses the audience&nbsp; in the middle.&nbsp;It is important to understand that the question design cannot happen before insight mapping. You cannot construct the right question until you know what mental model the insight displaces and what premise it establishes for the next rung.&nbsp;<h2>Applying this to a real case</h2>Consider an ETO (Engineer-to-Order) company. This is an engaging mathematical question (if the slide does not reveal the number), but not Socratic. Or asking if the numbers for the future are achievable. &nbsp;&nbsp;The audience must reason about structural causation, not read numbers. Answers will cluster around the idea that effort alone cannot close this gap. First rung established, in their own words.&nbsp;</li><li>Good: "Look into this graph and tell me, what would have to change fundamentally, not incrementally, for the next five years to look completely different from the last three?"&nbsp; &nbsp;</li></ul><h4>Rung 2: Bandwidth is the binding constraint</h4>The first question will often lead to some struggle here. That struggle is productive. If the audience cannot move forward, a hint question can nudge without revealing: If your team is already working 80 hours a week, how much more would you need to work for higher growth? That usually surfaces the constraint. A follow-on question that reliably unlocks this rung is: A senior manager’s mind is always bubbling with plans for the future. What pulls them away from such planned work? In any ETO company, the answers converge on expediting, escalations, and delivery firefighting. The facilitator has not asserted the bandwidth problem; the room has articulated it.&nbsp;<h4>Rung 3: Firefighting is causing the bandwidth to get totally used up from long-term thinking</h4><ul><li>Bad: Your top management bandwidth is used up in expediting. Don’t you think so? That is a loaded question.&nbsp;</li><li>Good: What happens when senior management bandwidth is mostly used up in immediate fires? &nbsp;&nbsp;</li></ul>The audience now should talk about compromises in tasks like new customer acquisition, new products, developing the team, etc.<h6> Clinching question: What does that do to a company?</h6>&nbsp;Impacts the ability to grow sustainably.&nbsp;<h4>Rung 4: Describing what operational relief would look like</h4><ul><li>Good: "So now tell me, what would have to stop happening in operations for that management time and attention to become available?"</li></ul>The audience describes a world where orders move predictably, customers are not calling, and working capital does not need constant intervention. They are articulating autopilot operations without the facilitator having named it.&nbsp;<h4>Rung 5: Lead time is the mechanism (and making it shorter)</h4><ul><li>Good: "What single operational variable, if brought under genuine control, without any extraordinary effort across all projects simultaneously, would most directly produce what you just described?"</li></ul>&nbsp;Hint question: What happens to management bandwidth when projects stay longer on the shop floor and in design departments?&nbsp;This is the most demanding rung. It requires reasoning about the system's causal structure. But by this point, the audience has established all the premises themselves. The answers converge on lead time because every symptom named in prior rungs traces back to it.&nbsp;The facilitator has not told the room anything. The room has derived the conclusion from their own experience, their own articulation of the bandwidth trap, and their own reasoning about what would release it.&nbsp;&nbsp;<h2>What this demands from the facilitator</h2>Knowing the content is not the same as designing the insights ladder and planning the questions. The full ladder must be mapped before entering the room, every load-bearing insight identified, and every point where the audience might step off anticipated, with a hint question ready to nudge them back. None of this can be improvised while presenting. Creating the deck and going through it a few times is not preparation.&nbsp;Preparation is mapping the ladder, designing the questions, anticipating where the audience will struggle, and building the hint questions that keep the reasoning on track without revealing the answer.&nbsp;It also requires a specific kind of confidence. When a room goes quiet or produces an unexpected answer, the temptation is to fill the gap with assertion. That collapses the method at the moment it most needs to hold. If there is discomfort in allowing silence, the explanation will come out, and the rung will be handed to the audience rather than earned by them.&nbsp;If you have a habit of reading from slides, this method will be difficult. The moment your eyes leave the audience, the slides are controlling the session rather than you. With the insights ladder mapped in advance, you are free to follow where the discussion goes, reorder slides if needed, and stay entirely focused on where the audience is in their reasoning at every moment.&nbsp;A Socratic session takes longer than a straight presentation because the audience controls the pace. It is therefore important to be selective, reserving the Socratic approach for the insights behind the major solution components and using the available time as the constraint that disciplines which sections of the presentation get this treatment&nbsp;<h2>Closing points</h2>The more you practise this approach, the deeper your own understanding of the solutions you are working with becomes. And over time, what began as a structured facilitation technique becomes your natural register. Instead of a one-sided monologue presentation, you are always running a facilitative workshop where the audience does the thinking.&nbsp;That is a different kind of engagement entirely. You won't realise it, but somewhere along the way, you would have attained rockstar status.

In the major coal-producing regions of Kalimantan, stripping ratios, which refer to the amount of overburden (earth and rock) that must be removed to access one unit of coal, are often as low as 3:1 to 6:1. In many Indian mines, particularly for lignite and lower-grade thermal coal, these ratios run between 10:1 and 15:1. You are moving 3-5 times more earth to extract the same tonne of coal.&nbsp;This means Indonesian coal exits the mine at a lower cost, even before it is loaded onto a ship. The freight cost across the ocean is largely offset by the mining cost advantage before the vessel even leaves the harbour.&nbsp;This is not insurmountable. Australian and American miners have faced similar geological challenges and invested in continuous mining technology, dragline optimisation, and advanced overburden management systems. The Godavari, Krishna, and the Ganga corridor connecting to eastern coalfields, these river systems, with investment in terminals, barges, and dredging, could carry bulk coal at a fraction of the current rail cost. Globally, inland waterway transport costs run at ₹0.20-₹0.50 per tonne per km, compared to ₹1.20-₹1.50 by rail and ₹3-₹5 by road. The infrastructure investment is significant, but it is a one-time cost for a lifetime of savings.&nbsp;China moves hundreds of millions of tonnes of bulk cargo annually through its Yangtze River corridor. The United States built an entire industrial economy on the Mississippi-Ohio river network. India has rivers. India has coal. The connection between the two remains a policy aspiration rather than an engineering reality.&nbsp;The proposed river interlinking projects, if designed with industrial logistics, not just irrigation, as an equal objective, could fundamentally change the economics of domestic coal delivery to western and southern India.</li></ul>&nbsp;<h2>Three levers, pulled together</h2>The path out of this paradox requires simultaneous action on all three fronts, not sequential or piecemeal. &nbsp;First, invest in extraction technology and mine productivity. Bring stripping ratios and mining costs closer to global benchmarks through technology partnerships, equipment upgrades, and performance-linked contracts for coal producers. The ground won't change. The method of working it can. &nbsp;Second, build the inland logistics backbone. Designate coal transport as a priority cargo category for inland waterways development. Create public-private models for river terminal infrastructure. Make the Mahanadi-Godavari corridor an industrial artery, not just a water body on a map. &nbsp;Third, restructure the economics of domestic coal delivery. Rail freight rationalisation, dedicated freight corridor extensions to coastal industrial clusters, and targeted subsidies on domestic coal logistics; even a fraction of the foreign exchange saved on reduced imports would fund this many times over.&nbsp;<h2>The larger stakes</h2>In a world reshaped by the Russia-Ukraine conflict, where Europe is rebuilding its entire energy architecture from scratch, and where every major economy is racing towards energy sovereignty, India's continued dependence on imported thermal coal is not just an economic inefficiency; it is a strategic vulnerability. Every dollar spent on Indonesian or Australian coal is a dollar that funds someone else's economy, fluctuates with a currency we don't control, and can be disrupted by a policy decision made in Jakarta or Canberra. &nbsp;India has the reserves. India has an industrial demand. What remains is the will to connect the two, systematically, boldly, and with the kind of long-term infrastructure thinking that turns geographical constraints into competitive advantages. &nbsp;The coal is already in the ground. The rivers already flow in roughly the right direction. Hidden and unaccounted casual variables emerge in future, which creates a multiplier effect on demand, making all calculations of the past go haywire.<o:p></o:p>&nbsp;<o:p></o:p>Hence, consistency in the accuracy of any forecasting model is a big suspect. The capacity-variability loop: Capacity is rarely fixed—it fluctuates due to labour availability, product mix changes, machine downtime, supplier delays, and other factors. Utilisation assumed in planning can get disrupted by variability in execution leading to cascading impact. In some plants, such disruptions can also lead to shifting bottlenecks which makes the entire plans go haywire within no time.<o:p></o:p>&nbsp;<o:p></o:p>The bigger issue is when the execution unreliability feeds back into demand uncertainty, (the act of adding more safety in the next forecast or going for inventory correction when demand is diverted to competition). These sudden change in forecasts further adds to variability in execution, triggering a vicious loop. Stability is restored only when demand falls much below capacity, helping the entire system to re-set before it gets disrupted again.<o:p></o:p>&nbsp;<o:p></o:p>3. All partners pursue their short-term targets, which may conflict with others: Most suppliers focus on their achievement of short-term result areas like monthly or quarterly production output, billing, and cash flows, depending on what the short-term focus of the organisation is. &nbsp;They make decisions on specific order execution based on the impact of the above. The proposed Biosecure Act, introduced in the U.S. House of Representatives and a hot topic among Indian pharma companies, bans U.S. federal executive agencies from purchasing any 'biotechnology equipment or service' from 'biotechnology companies of concern.’&nbsp;The Act defines a biotechnology company of concern as one that:<ul style="list-style-type:square;"><li>Operates under foreign adversaries jurisdiction, direction, control, or influence x (including China, Cuba, Iran, North Korea, and Russia).</li><li>Engages in activities such as manufacturing, distributing, providing, or procuring biotechnology equipment or services [1].</li><li>A company that threatens U.S. national security if it:</li></ul><ol style="list-style-type:lower-latin;"><li>Participates in collaborative research with, is backed by, or has connections to a foreign adversary’s military, internal security, or intelligence agencies.</li><li>Supplies multi-omic data acquired through biotechnology tools or services to a foreign adversary's government.</li><li>Collects human multi-omic data using biotechnology tools or services without obtaining explicit and informed consent [2].</li></ol>&nbsp;The primary objective of this legislation is to safeguard U.S. genomic data from potential misuse, and it is being promoted as essential for national security. First, sourcing from major Chinese biotech companies such as BGI Genomics, MGI Tech, Complete Genomics, WuXi AppTec, and WuXi Biologics has been scrutinised.&nbsp;Before delving into the implications of this act, let's first explore the Act’s core focus—biologics and biosimilars.&nbsp;<h5>What are biologics?</h5>With scientific advancements, the precise root causes of diseases can now be identified, allowing for isolating the specific molecule responsible for a condition. This enables the creation of targeted treatment plans focusing on that particular molecule rather than broadly addressing all potential causes. These potential cures are no longer simple chemical compounds but therapeutic proteins with intricate molecular structures derived from living cells or organisms. Such drugs fall under the broader category of biologics. These are different from biosimilars.&nbsp;<h5>What are biosimilars?</h5>Like other chemical formulations (called small molecule drugs), which form the majority of medicines today, biologics are patented. Upon the expiry of the patent, other manufacturers can start developing and selling these under different brand names. However, unlike small molecule drugs, where a generic medicine is almost identical in molecular structure to the original formulation, a redeveloped biologic can never duplicate the original molecule. Even in similar environmental conditions, molecules developed to mimic the action of a biologic are structurally non-identical and are hence called biosimilars. Biosimilars can never truly replace the original biologics. Moreover, the current production capacities are negligible in contrast to market demand. Therefore, the prices of both the original biologics and biosimilars do not erode significantly over time as in the case of small molecule drugs [3].&nbsp;<h5>But how big is this market?</h5>Since 2017, spending on biologics in the U.S. has rapidly increased, growing at a compound annual growth rate (CAGR) of 12.5%. By 2021, the U.S. biologics market was valued at $260 billion, accounting for 46% of the total $568 billion spent on medicines at ex-manufacturer invoice prices. Currently, biologic molecules facing biosimilar competition make up $38 billion in invoice spending. In comparison, an additional $96 billion in the biologics market is either targeted by biosimilars in development or approved but not yet launched [4]. China is significantly contributing to this biosimilar R&amp;D, with 391 biosimilar drugs in the research pipeline making it one of the leading countries in biosimilar research and development.<figure class="image"><img style="aspect-ratio:11113/6317;" src="https://web-assets.vectorconsulting.in/storage/editor_uploads//artboard-5-copy-1736162074_1777266637.png" width="11113" height="6317"></figure><h5>Implications of the Act for American buyers</h5>Further, reports claim more than 25% of the biologics sold in the U.S. are produced by CDMOs in China [5] . According to the Biotechnology Innovation Organization, a survey of 124 biopharmaceutical and biotechnology firms that constitute this market, revealed that 79% have at least one agreement or product involving a development or manufacturing organization based in or owned by China [6] .&nbsp;Following its enactment, the Biosecure Act provides seven year for terminating contracts with banned firms. However, the wording of the act has changed significantly over time. A grandfather clause is being considered, which would allow existing contracts with Chinese companies to remain valid until January 1, 2032 [7] .&nbsp;Including or excluding such clauses will compel companies with existing contracts to evaluate the termination provisions in their agreements with biotechnology companies at risk of being designated "of concern." This presents a conflict between early termination costs and the risk of abruptly losing a supply chain partner.&nbsp;<h5>Supply chain implications of the Act for suppliers</h5>The supply chain partners also have their work cut out if the bill is enacted, even if they are not the companies mentioned in the Act or China. They will need to review their supply chains and consider the following actions thoroughly:<ol><li>Identify whether any part of their supply chains depends on biotechnology equipment or services from companies of concern, including their subsidiaries, parent companies, affiliates, and successor entities, especially if they are under the control of foreign adversary governments.</li><li>Assess whether any part of their supply chains relies on biotechnology companies based in North Korea, China, Russia, or Iran, and determine if these entities will likely be labelled as "biotechnology companies of concern."</li></ol>Investigate alternatives for the equipment or services provided by biotechnology companies at risk of being designated as "of concern" and prohibited from receiving federal funds to reduce potential business disruptions [8] [9] .&nbsp;<h5>Challenges (and opportunities) for Indian suppliers</h5>Once the BioSecure Act is enacted, it is expected to create a significant opportunity for Indian companies to expand their presence in the U.S. market, particularly in the biosimilars segment. However, India cannot meet a sudden surge in biosimilar demand in the short term due to the inherently long and complex development process. This is technically impossible unless we are already preparing for such a turn of events. Developing a biosimilar typically takes 8-10 years, requiring significant financial investments — sometimes up to 20 times the cost of producing a chemical drug. This process involves mastering advanced technical skills, establishing clinical trial infrastructure, and adhering to stringent global quality standards.&nbsp;Unlike generic chemical drugs, biosimilars are not identical to the original biologics; they are highly similar but require extensive clinical trials to demonstrate efficacy, safety, and immunogenicity. Additionally, production relies on proprietary cell lines and specialised manufacturing processes developed by the original biological creators. Scaling up such capabilities demands years of preparation, making it nearly impossible to meet a sudden increase in demand without prior investment and infrastructure readiness [10] .&nbsp;Contract manufacturing is the only route left to replace the Chinese supplies and capture the market. WuXi AppTec and WuXi Biologics, amongst other currently banned firms, are primarily CDMO partners for numerous biotechs and pharma,&nbsp;developing up to an estimated&nbsp;10%-25% of biologics used in the U.S. [11] . As a result, U.S. companies are actively pursuing strategies to bridge the potential supply gap, including expanding partnerships with CDMOs in regions not subject to the ban.&nbsp;India is well-positioned to partner with these U.S. companies seeking alternatives to Chinese CDMOs. &nbsp;For the following reasons:<ol><li>Established CDMOs with technical expertise: India's large-molecule CDMO sector, currently accounting for only about 8% of the global market, has demonstrated promising growth driven by its expertise in producing biologics and biosimilars at competitive costs. With USFDA-approved facilities and advanced technical capabilities, Indian CDMOs are well-equipped to scale up production efficiently. Their proven experience with complex biologics development makes them reliable partners for U.S. companies seeking to diversify supply chains amid shifting global dynamics.</li><li>Robust pharmaceutical ecosystem: India has a well-developed pharmaceutical sector with a strong supply chain network, experienced professionals, and research-driven institutions. This ecosystem supports end-to-end biosimilar development, from R&amp;D to large-scale manufacturing.</li><li>Cost-effective manufacturing: India’s relatively lower production and labour costs make it a competitive destination for biosimilar development, offering U.S. companies an opportunity to reduce manufacturing expenses while maintaining high-quality standards [12] .</li></ol>&nbsp;However, existing Indian CDMOs trying to take up business migrating from WuXi AppTec and WuXi Biologics might face these obstacles:&nbsp;<ol><li>Capacity expansion: Meeting the potential demand gap in the market would require significant scaling up. Without sufficient capacity, Indian CDMOs may struggle with timely project execution.</li><li>Regulatory compliance: Frequent inspections and audits by the USFDA and other international regulators can add complexity and require continuous quality upgrades. Indian CDMOs must ensure compliance with evolving global standards to maintain trust.</li><li>Operational integration: Given the long lead times in biologics manufacturing, aligning with U.S. companies’ ongoing projects and delivery timelines can be challenging. Establishing seamless operational processes and project management systems is critical.</li><li>Supply chain management: India must diversify its sources for key raw materials, reducing reliance on China. This involves strengthening partnerships with U.S. and other international suppliers to ensure a steady supply of critical inputs.</li></ol>&nbsp;<h5>Long term strategy</h5>In the long term, India should position itself as a leader in the biologics market, not merely as a fallback option in the China-plus-one strategy. Further, it has to transition from being a CDMO to a developer and innovator. For this, India must address several critical challenges, including:<ol><li>Advanced R&amp;D and innovation: India must invest in early-stage biologics R&amp;D, focusing on proprietary technology platforms and innovative molecules, to become a biosimilar developer and innovator. Collaboration with academia and global research institutions could accelerate progress.</li><li>Manufacturing and quality technology/infrastructure: Indian firms would also need substantial investments to adopt the latest technologies in biologics production. This includes investing in specialised facilities, automation, and quality control systems that meet international standards​.</li><li>Policy and government support: While the Indian government has supported the pharmaceutical sector through initiatives like Pharma Vision 2047 [13] , a stronger push may be needed to boost biosimilars and biologics R&amp;D and manufacturing. This could include higher R&amp;D subsidies, favourable regulations, and the promotion of integrated manufacturing and innovation hubs.</li></ol>&nbsp;Addressing these areas would position India as a global biosimilar leader by enhancing its capacity, innovation potential, and market reach.&nbsp;<h5>BioSecure Act: What if there is no act?</h5>Interestingly, the need for these strategies in India remains critical, even without a bio-secure act. The Indian market, valued at $2 billion, is expected to grow significantly, driven by an increasing shift towards biologics in treatment methodologies. By 2030, the market size will be substantial, with domestic growth alone providing a strong boost.&nbsp;Additionally, the global biosimilars and biologics market is expected to grow significantly in the coming years, with a market value of&nbsp;$520.9 billion in 2024 and $1,060.7 billion by 2034. The market is expected to grow at a compound annual growth rate (CAGR) of 7.6% [14], highlighting a vast market in addition to the U.S.&nbsp;So, while the bio-secure act has generated interest and will act as a growth driver, Indian pharmaceutical companies can thrive by focusing on these essential strategies, even without it [15] [16] [17] .&nbsp;<h5>The way forward</h5>Indian pharma companies already producing biosimilars must start approaching new businesses with a win-win proposition. These are long-term collaborations and need significant bandwidth and investment from both sides. Any failure post-collaboration will lead to financial loss for both the parties.&nbsp;To establish capability in the eyes of the collaborator, a fail-safe environment with smooth supply chain capabilities to ensure the perennial availability of raw materials and packaging materials must be established.&nbsp;Compliance with quality norms must be top-notch historically, and processes to meet global standards must have been established. Implementing good lab practices, including workbench practices, and fool-proof testing methods and ensuring a stress-free environment leads to a significant reduction in QMS events originating from laboratory errors, which, in turn, helps establishing reliability in quality in the eyes of FDA authorities.&nbsp;Last but not least, such an opportunity will require access to clinical trial capabilities and smooth and on-time execution.

The proposed Biosecure Act, introduced in the U.S. House of Representatives and a hot topic among Indian pharma companies, bans U.S. federal executive agencies from purchasing any 'biotechnology equipment or service' from 'biotechnology companies of concern.’&nbsp;The Act defines a biotechnology company of concern as one that:<ul style="list-style-type:square;"><li>Operates under foreign adversaries jurisdiction, direction, control, or influence x (including China, Cuba, Iran, North Korea, and Russia).</li><li>Engages in activities such as manufacturing, distributing, providing, or procuring biotechnology equipment or services [1].</li><li>A company that threatens U.S. national security if it:</li></ul><ol style="list-style-type:lower-latin;"><li>Participates in collaborative research with, is backed by, or has connections to a foreign adversary’s military, internal security, or intelligence agencies.</li><li>Supplies multi-omic data acquired through biotechnology tools or services to a foreign adversary's government.</li><li>Collects human multi-omic data using biotechnology tools or services without obtaining explicit and informed consent [2].</li></ol>&nbsp;The primary objective of this legislation is to safeguard U.S. genomic data from potential misuse, and it is being promoted as essential for national security. First, sourcing from major Chinese biotech companies such as BGI Genomics, MGI Tech, Complete Genomics, WuXi AppTec, and WuXi Biologics has been scrutinised.&nbsp;Before delving into the implications of this act, let's first explore the Act’s core focus—biologics and biosimilars.&nbsp;<h5>What are biologics?</h5>With scientific advancements, the precise root causes of diseases can now be identified, allowing for isolating the specific molecule responsible for a condition. This enables the creation of targeted treatment plans focusing on that particular molecule rather than broadly addressing all potential causes. These potential cures are no longer simple chemical compounds but therapeutic proteins with intricate molecular structures derived from living cells or organisms. Such drugs fall under the broader category of biologics. These are different from biosimilars.&nbsp;<h5>What are biosimilars?</h5>Like other chemical formulations (called small molecule drugs), which form the majority of medicines today, biologics are patented. Upon the expiry of the patent, other manufacturers can start developing and selling these under different brand names. However, unlike small molecule drugs, where a generic medicine is almost identical in molecular structure to the original formulation, a redeveloped biologic can never duplicate the original molecule. Even in similar environmental conditions, molecules developed to mimic the action of a biologic are structurally non-identical and are hence called biosimilars. Biosimilars can never truly replace the original biologics. Moreover, the current production capacities are negligible in contrast to market demand. Therefore, the prices of both the original biologics and biosimilars do not erode significantly over time as in the case of small molecule drugs [3].&nbsp;<h5>But how big is this market?</h5>Since 2017, spending on biologics in the U.S. has rapidly increased, growing at a compound annual growth rate (CAGR) of 12.5%. By 2021, the U.S. biologics market was valued at $260 billion, accounting for 46% of the total $568 billion spent on medicines at ex-manufacturer invoice prices. Currently, biologic molecules facing biosimilar competition make up $38 billion in invoice spending. In comparison, an additional $96 billion in the biologics market is either targeted by biosimilars in development or approved but not yet launched [4]. China is significantly contributing to this biosimilar R&amp;D, with 391 biosimilar drugs in the research pipeline making it one of the leading countries in biosimilar research and development.<figure class="image"><img style="aspect-ratio:11113/6317;" src="https://web-assets.vectorconsulting.in/storage/editor_uploads//artboard-5-copy-1736162074_1777266619.png" width="11113" height="6317"></figure><h5>Implications of the Act for American buyers</h5>Further, reports claim more than 25% of the biologics sold in the U.S. are produced by CDMOs in China [5] . According to the Biotechnology Innovation Organization, a survey of 124 biopharmaceutical and biotechnology firms that constitute this market, revealed that 79% have at least one agreement or product involving a development or manufacturing organization based in or owned by China [6] .&nbsp;Following its enactment, the Biosecure Act provides seven year for terminating contracts with banned firms. However, the wording of the act has changed significantly over time. A grandfather clause is being considered, which would allow existing contracts with Chinese companies to remain valid until January 1, 2032 [7] .&nbsp;Including or excluding such clauses will compel companies with existing contracts to evaluate the termination provisions in their agreements with biotechnology companies at risk of being designated "of concern." This presents a conflict between early termination costs and the risk of abruptly losing a supply chain partner.&nbsp;<h5>Supply chain implications of the Act for suppliers</h5>The supply chain partners also have their work cut out if the bill is enacted, even if they are not the companies mentioned in the Act or China. They will need to review their supply chains and consider the following actions thoroughly:<ol><li>Identify whether any part of their supply chains depends on biotechnology equipment or services from companies of concern, including their subsidiaries, parent companies, affiliates, and successor entities, especially if they are under the control of foreign adversary governments.</li><li>Assess whether any part of their supply chains relies on biotechnology companies based in North Korea, China, Russia, or Iran, and determine if these entities will likely be labelled as "biotechnology companies of concern."</li></ol>Investigate alternatives for the equipment or services provided by biotechnology companies at risk of being designated as "of concern" and prohibited from receiving federal funds to reduce potential business disruptions [8] [9] .&nbsp;<h5>Challenges (and opportunities) for Indian suppliers</h5>Once the BioSecure Act is enacted, it is expected to create a significant opportunity for Indian companies to expand their presence in the U.S. market, particularly in the biosimilars segment. However, India cannot meet a sudden surge in biosimilar demand in the short term due to the inherently long and complex development process. This is technically impossible unless we are already preparing for such a turn of events. Developing a biosimilar typically takes 8-10 years, requiring significant financial investments — sometimes up to 20 times the cost of producing a chemical drug. This process involves mastering advanced technical skills, establishing clinical trial infrastructure, and adhering to stringent global quality standards.&nbsp;Unlike generic chemical drugs, biosimilars are not identical to the original biologics; they are highly similar but require extensive clinical trials to demonstrate efficacy, safety, and immunogenicity. Additionally, production relies on proprietary cell lines and specialised manufacturing processes developed by the original biological creators. Scaling up such capabilities demands years of preparation, making it nearly impossible to meet a sudden increase in demand without prior investment and infrastructure readiness [10] .&nbsp;Contract manufacturing is the only route left to replace the Chinese supplies and capture the market. WuXi AppTec and WuXi Biologics, amongst other currently banned firms, are primarily CDMO partners for numerous biotechs and pharma,&nbsp;developing up to an estimated&nbsp;10%-25% of biologics used in the U.S. [11] . As a result, U.S. companies are actively pursuing strategies to bridge the potential supply gap, including expanding partnerships with CDMOs in regions not subject to the ban.&nbsp;India is well-positioned to partner with these U.S. companies seeking alternatives to Chinese CDMOs. &nbsp;For the following reasons:<ol><li>Established CDMOs with technical expertise: India's large-molecule CDMO sector, currently accounting for only about 8% of the global market, has demonstrated promising growth driven by its expertise in producing biologics and biosimilars at competitive costs. With USFDA-approved facilities and advanced technical capabilities, Indian CDMOs are well-equipped to scale up production efficiently. Their proven experience with complex biologics development makes them reliable partners for U.S. companies seeking to diversify supply chains amid shifting global dynamics.</li><li>Robust pharmaceutical ecosystem: India has a well-developed pharmaceutical sector with a strong supply chain network, experienced professionals, and research-driven institutions. This ecosystem supports end-to-end biosimilar development, from R&amp;D to large-scale manufacturing.</li><li>Cost-effective manufacturing: India’s relatively lower production and labour costs make it a competitive destination for biosimilar development, offering U.S. companies an opportunity to reduce manufacturing expenses while maintaining high-quality standards [12] .</li></ol>&nbsp;However, existing Indian CDMOs trying to take up business migrating from WuXi AppTec and WuXi Biologics might face these obstacles:&nbsp;<ol><li>Capacity expansion: Meeting the potential demand gap in the market would require significant scaling up. Without sufficient capacity, Indian CDMOs may struggle with timely project execution.</li><li>Regulatory compliance: Frequent inspections and audits by the USFDA and other international regulators can add complexity and require continuous quality upgrades. Indian CDMOs must ensure compliance with evolving global standards to maintain trust.</li><li>Operational integration: Given the long lead times in biologics manufacturing, aligning with U.S. companies’ ongoing projects and delivery timelines can be challenging. Establishing seamless operational processes and project management systems is critical.</li><li>Supply chain management: India must diversify its sources for key raw materials, reducing reliance on China. This involves strengthening partnerships with U.S. and other international suppliers to ensure a steady supply of critical inputs.</li></ol>&nbsp;<h5>Long term strategy</h5>In the long term, India should position itself as a leader in the biologics market, not merely as a fallback option in the China-plus-one strategy. Further, it has to transition from being a CDMO to a developer and innovator. For this, India must address several critical challenges, including:<ol><li>Advanced R&amp;D and innovation: India must invest in early-stage biologics R&amp;D, focusing on proprietary technology platforms and innovative molecules, to become a biosimilar developer and innovator. Collaboration with academia and global research institutions could accelerate progress.</li><li>Manufacturing and quality technology/infrastructure: Indian firms would also need substantial investments to adopt the latest technologies in biologics production. This includes investing in specialised facilities, automation, and quality control systems that meet international standards​.</li><li>Policy and government support: While the Indian government has supported the pharmaceutical sector through initiatives like Pharma Vision 2047 [13] , a stronger push may be needed to boost biosimilars and biologics R&amp;D and manufacturing. This could include higher R&amp;D subsidies, favourable regulations, and the promotion of integrated manufacturing and innovation hubs.</li></ol>&nbsp;Addressing these areas would position India as a global biosimilar leader by enhancing its capacity, innovation potential, and market reach.&nbsp;<h5>BioSecure Act: What if there is no act?</h5>Interestingly, the need for these strategies in India remains critical, even without a bio-secure act. The Indian market, valued at $2 billion, is expected to grow significantly, driven by an increasing shift towards biologics in treatment methodologies. By 2030, the market size will be substantial, with domestic growth alone providing a strong boost.&nbsp;Additionally, the global biosimilars and biologics market is expected to grow significantly in the coming years, with a market value of&nbsp;$520.9 billion in 2024 and $1,060.7 billion by 2034. The market is expected to grow at a compound annual growth rate (CAGR) of 7.6% [14], highlighting a vast market in addition to the U.S.&nbsp;So, while the bio-secure act has generated interest and will act as a growth driver, Indian pharmaceutical companies can thrive by focusing on these essential strategies, even without it [15] [16] [17] .&nbsp;<h5>The way forward</h5>Indian pharma companies already producing biosimilars must start approaching new businesses with a win-win proposition. These are long-term collaborations and need significant bandwidth and investment from both sides. Any failure post-collaboration will lead to financial loss for both the parties.&nbsp;To establish capability in the eyes of the collaborator, a fail-safe environment with smooth supply chain capabilities to ensure the perennial availability of raw materials and packaging materials must be established.&nbsp;Compliance with quality norms must be top-notch historically, and processes to meet global standards must have been established. Implementing good lab practices, including workbench practices, and fool-proof testing methods and ensuring a stress-free environment leads to a significant reduction in QMS events originating from laboratory errors, which, in turn, helps establishing reliability in quality in the eyes of FDA authorities.&nbsp;Last but not least, such an opportunity will require access to clinical trial capabilities and smooth and on-time execution.
