Problem: Target-based management fosters fear of failure, inefficiencies, blame culture, and interdepartmental conflicts. It struggles to address systemic challenges, resulting in poor collaboration, lost agility, and reduced long-term focus. Solution: Replace targets with Management by Tactics (MBT), emphasising tactical steps or enablers and frequent reviews to drive rapid implementation. However, systemic issues must first be resolved and transparency ensured. Benefits: By replacing rigid targets with MBT after fixing systemic issues, organisations move from fear, blame, and conflict to collaboration and transparency. Frequent reviews then build agility, driving sustainable performance.

Key Takeaways
